Треновски Борче е роден во Берово на 23 јули 1981 година. Дипломирал со особено висок успех (magna cum laude) во 2004 година на Економскиот факултет – Скопје при Универзитетот „Св. Кирил и Методиј “ во  Скопје. Во јуни 2009 година ги завршил постдипломските студии на Економскиот факултет во Скопје од областа на монетарна економија, а во септември 2013 година на истиот факултет,  Треновски ја одбранува својата докторска дисертација на тема : „Клучните макроекономски политики во однос на современата економска криза“ . По дипломирањето (2004 – 2006) работи во Народната банка на Република Македонија, а од јуни 2006 година, Борче работи како помлад асистент  на Економскиот факултет на Универзитетот „Св. Кирил и Методиј “- Скопје во Секторот за економија. Научно / истражувачко поле на интерес: современи макроекономски теории, економска политика, јавни финансии, економија на јавниот сектор, управување со јавните финансии, фискална транспарентност и отчетност и сл. Во оваа област на интерес Треновски членува во повеќе професионални работни групи/организации, има спроведено над 40 научни / истражувачки проекти, објавени над 80 публикации и бил дел од многу обуки и семинари.

  • Team member – International Scientific Project “Accelerating Progress on Effective Tobacco Tax Policies in Low- and Middle-Income Countries“, funded by the University of Illinois at Chicago. UIC is a core partner of the Bloomberg Initiative To Reduce Tobacco. The research component of the project include 7 national research projects and 1 comparative regional study with a focus on gaps in research on economic and fiscal aspects of national tobacco taxation policies as a part of effective tax policies. The policy dialogue component aimed at putting tobacco taxation issues on the policy agenda in the region and producing evidence-based recommendations that will result in sustainable and systemic policy impact.

 

  • Team Leader (Project Manager), Project title: Comparative and feasibility study on local government borrowing and issuing municipal bonds, RFP 29/2018, UNDP. The aim of this assignment was to provide municipalities with the knowledge and tools needed to obtain financing for capital projects. Comparative study study on local government borrowing and issuing municipal bonds was produced, several (five) feasibiility studies for macedonian municipalitie were prepared, as well as on-job training and developing the recommendations on local government borrowing. The expert team also provided the Ministry of Finance with recommendations on future municipal debt policy and alternative financial instruments for local capital investments.

  • Designated And Block Grants For Municipalities (MSIP-PMU-CS- IC-022-18) – World Bank technical assistance to the Ministry of Local Self-Government and Ministry of Finance of the Republic of Macedonia. National consultant – The purpose of this engagement is to redefine the method and criteria for allocation of designated and block grants based on the conducted detailed analysis of the situation with allocation of grants and in accordance with the projections arising from the determined most suitable new model of financing of delegated competencies of municipalities in the Republic Macedonia. Preparing the detailed analysis of the current situation – Preparing comparative study for 5 countries – Design 3 models concerning different methods and criteria for allocation of designated and block grants.

  • Balkan Monitoring Public Finance – International EU funded project, which is being carried out by a consortium of 10 organizations from 7 countries (Macedonia, Montenegro, Serbia, Bulgaria, Slovenia, Bosnia and Herzegovina and Kosovo). explicitly aims to improve the transparency and accountability of policy and decision-making in the area of public finances, within the Balkans region, through strengthening the role and of NGOs in monitoring the institutions that operate in the area of public finances, specifically in the fields of public debt, public-private partnerships, tax equity, and infrastructure projects. . Engaged as a key expert for preparing regional study for 7 countries regarding public finances, public debt, and fiscal sustainability.

 

  • Annual (2016) and Semi-annual (2017) Analytical reports on the municipal revenues and expenditures (Reports on Fiscal Decentralization) and Assessment Report of the prescribed forms of K-1 and K-2 quarterly reports. The Project aims to assist the Ministry of Finance in analyzing the state of municipal revenues and expenditures in 2016 and first half of 2017 and drawing conclusions about the system of municipal finances. Project partners: European association of local democracy (ALDA) and Association of Finance Officers of Local Government and Public enterprises – Key Expert in the project for implementation of reserch regarding the financial and non-financial support of local authorities to civil society organizations on national level.

  • “Monitoring of the pre-electoral and electoral budget expenditure and political financing” project goal – to achieve in a long term effects of higher transparency in the central and local budget spending related to pre electoral period and period of political campaigns and monitoring of the budgets, expenditures and reporting of the political parties in the period before the elections and during the official campaign.
