Course objectives (competences):

After completing the course, the students should be able to:

  • to make a clear distinction of the characteristics and functioning of the customs union from those of the common market of the EU;
  • understand the new approach of harmonization, including the European standardization process and the principle of mutual recognition;
  • understand the necessity of eliminating all qualitative, quantitative and other measures with equivalent effect in order to secure the free movement of goods within the EU;
  • to understand the specificity of services, the possibility of applying the principle of non-discrimination and the need for exceptions to the general rules for preserving the integrity and specificity of services by simultaneously ensuring the overall functioning of the rules of the European Internal Market;
  • to understand the need for harmonization of tax and fiscal policies as a precondition for the free movement of capital in the EU;
  • to make distinguishion between the free movement of labor force and free movement of inactive persons in the European Internal Market.
 
Course content:

     This subject has the aim to clearly distinguish the functioning of the Common Trade Policy of the EU as the cornstone of the customs union and the four economic freedoms: free movement of goods, services, capital and labor within the European Internal Market. Each of the four freedoms is based on separate legislation that was based on the law cases of  the European Court of Justice. Given their specificity and individuality of the legal sources, each of the separate legal frameworks on which is based the free movement of goods, services, capital and labor is analyzed separately. Final aim of the course is students to get the real picture and understand the complexity of the EU Internal Market.
