Course objectives (competences): The main objective of the course is to teach students the basic principles of the economics of public expenditures, taxation and fiscal policy. After completing the course, students should be able to: - Understand market failures and government functions;
- Identify externalities and policies to address them;
- Differ pure public goods from private and government provided goods and services;
- Understand public expenditures and their effects on households and business sector;
- Explain the basic principles of taxation; Evaluate the concepts of equity and efficiency in taxation;
- Analyze the instruments and objectives of fiscal policy;
- Understand the fiscal relations between central and local governments;
- Discuss public finance issues in our country and
- Develop skills on writing a paper and make a presentation on public finance issue.
